Not necessarily as an efficient transfer is a matter of timing but IN GENERAL (esp. recreational wl) excessive jumping/floating indicates wasted time during the transition, an unfinished pull or loss of control over the bar. Moving the feet as little as possible CAN help to avoid these flaws and I think that’s why it is a key element of Chinese technique coaching.
